Applications For The Second And Final Call For the Black Sea Basin Program 2021-2027 Are Now Open

nterreg NEXT Cross-Border Cooperation in the Black Sea Basin Program's second call for proposals with a budget of 52 million euros has started. 25 provinces will benefit from the call.

Governorships, district governorships, provincial directorates, regional directorates, municipalities, special provincial administrations, development agencies/administrations/unions, chambers, stock exchanges, cooperatives, universities, research centers, institutes, schools affiliated to the Ministry of National Education, foundations, associations, trade unions and other NGOs can apply to the program.

Within the scope of the call, projects with a budget range between €250,000 and €500,000 and without construction/infrastructure investment will be classified as small-scale projects and projects with a budget range between €501,000 and €1,500,000 and including construction/infrastructure investment will be classified as standard projects. Small-scale projects are expected to be implemented for a maximum of 18 months and standard projects for a maximum of 30 months. The total budget allocated for the last call of this period was set at €52.04 million. Co-financing will be provided by the project partners in proportion to the project budgets. In addition to Turkey, the program requires the development of project partnerships with institutions and organizations in the regions of the countries included in the program area.

According to the partnership conditions of the call, at least 1 EU member country and at least 1 non-EU country from the Program countries must take part in the project partnership to be developed in project applications in both categories. Partnerships can be established with a minimum of 3 and a maximum of 4 institutions and organizations in small-scale projects and a minimum of 4 and a maximum of 6 institutions and organizations in standard projects.

Under small-scale projects, projects can be developed to promote climate change adaptation and disaster risk prevention and resilience, as well as to protect nature, biodiversity and green infrastructure, including urban areas, and to reduce all forms of pollution, taking into account ecosystem-based approaches linked to the Program's objective of a greener and low-carbon Europe. In the small-scale projects category, projects can also be developed to increase the institutional capacity of public institutions, build mutual trust, promote sustainable democracy and support civil society actors in the pursuit of better cooperation governance for Europe.

Those who wish to apply for the call can submit their project applications online via the Joint Electronic Monitoring System (JeMS) on the Program's website until 28 June 2024.
